Kate Vaughton, Executive Director of Neighbourhood, Place and Partnerships
Kate joined the ICB as Executive Director of Neighbourhood, Place and Partnerships, leading and delivering NHS services across primary, community, ambulance and acute care.
Beginning her career in frontline provider roles in 2001, Kate has held senior executive positions including Deputy Chief Executive at East of England Ambulance Service and Chief Operating Officer and Director of Primary Care within a place-based integrated system. This breadth of experience gives her a strong operational perspective and a clear focus on what it takes to make change work for patients and staff.
Kate is passionate about primary care and neighbourhood-based models of delivery. She has led the development of integrated neighbourhood teams, vertically integrated primary care services and new approaches to urgent and community care that bring services closer to people’s homes and families.
Her work is rooted in strong partnerships with local authorities, VCSE organisations and patient groups, ensuring services are shaped by communities and focused on reducing health inequalities. Kate is driven by a belief that place-based collaboration and integration are central to improving outcomes and transforming care.
