Louis Kamfer, Executive Director of Strategy, Planning and Evaluation
Louis joined the ICB as Executive Director of Strategy, Planning and Evaluation. He was previously Deputy Chief Executive and Managing Director for Strategic Commissioning at Cambridgeshire and Peterborough ICB, where he established the Strategic Commissioning Unit and led major programmes leveraging advanced analytics, health economics, and population insights to drive systemwide performance and long-term sustainability.
Louis has experience leading largescale transformation, financial turnaround, and strategic system design across complex, multistakeholder environments.
Throughout his career, he has led financial recovery programmes, restructured underperforming organisations, and delivered multiyear financial settlements, contributing to the turnaround of several complex systems.
An accountant by profession, Louis brings a global perspective to the ICB which is shaped by work across non-profit, renewable energy, agriculture and food manufacturing industries, with experience in public sector transformation.
